Civilian Arrested for Drone Drop, by Order of FDC OIG

LAKE CITY, Fla. – The Florida Department of Corrections’ (FDC) Office of the Inspector General (OIG) announced the arrest of Joshua Munn. Munn is charged with unlawful use of a two-way communication device six counts of introduction of contraband.

This arrest is the result of a joint investigative effort that began after staff observed a drone attempting to deliver contraband inside the perimeter of an institution. Swift action on behalf of Colombia CI staff and the Colombia County Sheriff’s Office resulted in the recovery of the drone, along with the contraband cellphones planned for delivery. Despite the owner fleeing the area, investigators began recovering data that led them to several key pieces of evidence.Further investigation from the OIG resulted in the identification of Joshua Munn, the owner and operator of the drone, as well as the discovery Munn conspired with Inmate Daniel Velario for the entire operation.

Munn was arrested by local authorities in Oregon. He is currently being detained while awaiting extradition to Florida. The OIG acknowledges the cooperation and assistance provided by the Beaverton Oregon Police Department, the Colombia County Sheriff’s Office and the State Attorney’s Office of the Third Judicial Circuit .
