Former Winter Springs PD officers arrested on perjury charges

ORLANDO, Fla. – Agents with the Florida Department of Law Enforcement today arrested two former Winter Springs Police Department officers, Andrew Graham and Jason Casteel, on charges related to perjury.

Graham and Casteel recently resigned.

Both are charged with one count of perjury by false written declaration and one count of perjury in an unofficial proceeding. Graham faces an additional charge of filing a false police report.

In February, FDLE agents launched an investigation into allegations that Graham filed a report claiming a City of Winter Springs employee had assaulted him. Casteel confirmed the account. The investigation revealed that Graham fabricated the allegation and had not been assaulted.

“We requested that FDLE look into this case immediately after learning that the report filed could contain false allegations,” said Winter Springs Police Chief Kevin Brunelle. “This investigation uncovered the wrongdoing of two officers, and I am saddened and dismayed with their conduct. They are not examples of the many officers who are ethical and perform their duties with diligence every day.”

Orlando Special Agent in Charge Danny Banks said: “It is beyond disappointing that these two officers acted in a way unbecoming of law enforcement members; however, whenever there are allegations of misconduct, we must address them swiftly and appropriately. Thanks to the agents who worked this case, which will ensure the officers’ behavior has consequences.”

The State Attorney’s Office, 18th Circuit, will prosecute.
