FDLE arrests two Bonifay women for stealing over $65,000 from Council on Aging

HOLMES COUNTY, Fla. – FDLE agents arrested Amber Wing, 51, of 1301 Race Car Aly, Bonifay and Ginny Cooper, 43, of 1574 N. Highway 79, Bonifay for grand theft.

In August 2017, FDLE began investigating allegations that former Holmes Council on Aging (HCOA) employees Amber Wing and Ginny Cooper misappropriated HCOA funds over a period of three years by giving themselves unapproved pay raises.

The HCOA is a non-profit organization that provides supportive and nutritional services for the elderly population in Holmes County. Wing was the former executive director of HCOA and Cooper was its fiscal officer. The investigation revealed that they gave each other pay raises without the necessary approval of the Council’s board of directors, resulting in a loss to the HCOA in excess of $65,000.

On August 6, 2018, arrest warrants were obtained for Wing and Cooper charging them each with grand theft, a second degree felony.

Wing and Cooper were booked into the Holmes County Jail yesterday.  The Office of the State Attorney, Fourteenth Judicial Circuit is prosecuting this case.
